Vaults are managed by third-party entities, that can:

Whitelist markets
Allocate liquidity between whitelisted markets
Modifying deposit/withdrawal queues
While curators manage vault liquidity, they do not have direct control over user funds. Liquidity movement is only possible between a vault's whitelisted markets.
